OP-ED: Atrocities illustrate the dire need for structural reform

Driving on a lonely stretch of highway, Angela Scott saw flashing blue lights in her rearview mirror. She had done nothing wrong, but her boyfriend had committed a traffic violation in her car earlier that evening.

The trooper was angry - at her boyfriend - but he took it out on her. He handcuffed her to the bumper of his cruiser, summoned a tow truck and then left her sitting alone at night on the side of the road. The trooper's boss found his actions to be dangerous and improper, but he merely suspended the trooper 12 hours without pay.
